Plant Metering and Sampling Program

The Ontario dairy industry administers a Plant Metering and Sampling Program where upon after receiving approval, a processor may use volumetric measuring devices and proportional samplers to determine the volume and composition of the milk delivered to their plant.

Prior to being approved, the plant must have their metering and sampling equipment tested for accuracy. Measurement Canada verifies the accuracy of the metering equipment, while the Ontario Ministry of Agriculture, Food, and Rural Affairs verifies the proportional sampler's ability to obtain a representative sample.

Once their equipment is approved, the plant is required to complete a six-month trial during which time their performance is monitored to ensure that they are capable of adhering to the program's requirement, as outlined in the Metering and Sampling Memorandums of Understanding (MOU) and Procedures.

The Memorandums of Understanding outline how metering and sampling programs are to be implemented, and the Procedures outline the responsibilities of all parties and the steps that must be taken to ensure that the billing data is accurate.
